Since the reform and opening up, Chinese economy maintained rapid growth for about thirty years, known as the "Chinese miracle." Rapid economic growth mainly depended on a large number of productive factors inputs, resources-intensive、 energy-intensive industrial structure and low utilization efficiency caused a huge waste of resources and energy inevitably. At the same time, along with the consumption of carbon-based energy like coal and oil, carbon emissions increased sharply, and then environmental issues would follow. China has a lot of carbon emissions, is facing serious climate problems. It is not difficult to find, more and more factors are restricting Chinese economic growth, growth characteristics of high investment、high consumption、high pollution, challenged to sustainable development. The relative lack of resources、limited environmental capacity, has been the basic characteristics of Chinese national conditions. One of the challenges we are facing is how to strike a balance between energy consumption、environmental pollution and economic growth and coordinate their mutual relations in this context. And this is also very critical to economy development. Around this problem, we study the relationship between energy consumption, environmental pollution and economic growth from both theoretical and empirical aspects.Firstly, in the theoretical part, we build a theoretical model contains energy consumption and environmental pollution, based on the framework of endogenous growth. The study indicates that, economy can overcome the constraints of energy and environment through the positive role of human capital. The optimal growth path can be guaranteed, both of production and consumption have optimal growth rate; assume that the existence of ecological thresholds, rational consumers will pay attention to improve the quality of the environment during the process of economic growth, and also they will pay attention to moderate exploitation of energy. In addition, we build a model that contains energy structure and carbon emissions, by solving the model we find that optimizing the energy structure and developing cleaning energy research can make bring harmonious development between energy consumption,carbon emissions and economic growth. Secondly, in the empirical part, in order to know the relationship between energy, carbon emissions and economic growth, we use provincial panel data to do econometric analysis. The empirical results show that:the richer the stock of energy is, the more it promotes economic growth, so we should actively develop clean energy、improve energy efficiency、expand the energy consumption proportion of renewable、optimize energy structure to reduce energy intensity; carbon emissions bring economic effects, positively correlated to economic growth. Once the carbon emissions accumulated to a certain extent, it is bound to cause great harm, thus low carbon economy remains our development oriented. We should accelerate the construction of low carbon infrastructure, improve the application of low-carbon technologies to reduce carbon emissions; human capital has played a positive role in promoting economic growth, investment in education has a direct impact on the output of talent, so we should actively encourage investment in education、improve basic education resources and the output of human capital. We also consider the differences between eastern and western regions, do the empirically analysis to study the relationship between energy, carbon emissions and economic growth respectively. Finally, based on the research results, we give some policy recommendations to achieve healthy and sustainable development of economy under the energy and environmental constraints.
