Senegal Kolda Project is mainly for the reconstruction of the road in Kolda city center. The main quantities of the project include that asphalt concrete pavement with21.5km; cement stabilized base course, red soil bottom course and29km reinforced concrete ditch. The contract price is4.6Billion FCFA equivalent to8,500,000USD (exclusive of all taxes). The project is financed by Senegal government, the Owner is Public Welfare Engineering Agency for Employment Promotion, and the contract period is nine months. The contract language is French.As the project manager, is in charge of the whole project construction organization, coordination and management, not only to overcome the differences in language and culture background, but also to control the project risk effectively. The project has tense completion period with large construction disturbance under the adverse nature conditions. The project is the first municipal works that China Railway Seventh Group undertaken in overseas, so that the biggest problem we faced is being lack of overseas site construction experience. The road construction business in Senegal is long-term monopolized by three big local enterprises such CSE、CDE and so on, while our company has just got the road project the first time in Senegal. So, the biggest challenge we confronted with is the successful implementation of the project, which is of great significance that our company would smoothly open up Senegal road construction market in next step.Under the situation, the author successfully uses the modern project management knowledge and management tools to control the whole process of the project targets including schedule, quality, safety, occupational health, resources purchase, cost and contracts, etc. Finally, through the joint efforts of the project team, to vigorously promote the project management as a fundamental, to ensure the optimizing of the resources allocation, the project is completed satisfactorily within contract period and achieved the expected benefits.1. The contract is completed timely because of the below effort:to make good preparation for the required mechanical equipments, such as the selection of equipment type, the allocation of ancillary facilities and the transportation, and to overcome a series of construction difficulties in urban, such as the heavy visitor and traffic flow in narrow pass, a large number of complicated communication cables and drainage systems underground. 2. The target cost of the project that the company assigned is realized because of the below point:to find the project profit point, to make successful management of variation and claims so as to control the cost effectively.3. The project has good quality during the construction period without safety accident, and after one year of defects liability period, the project passed the test on completion and taken over by Employer. The project lays the foundation for the further development of our company in Senegal and trains the talents for the road construction management.4. The activities of the project provide employment opportunities for the local people. The project improves the traffic condition and makes Kolda city having a new look, which plays a positive role for mitigating the public voice that the opposition party is against the government.The management of the project successful proved that the adoption of the modern management knowledge and tools promotes the overall management level of the company. To sum up, the project brought the good economic and social benefits to the company, enhanced the enterprise strength, improved the level of the manager and finally established a good corporate image and brand.Every target of the project is mainly satisfied the requirement of the company, which is based on the cost management, contract management, safety and quality management, technical management, labor management, materials and equipment management, and progress management. Before the temporary hand-over, the consultant company sent congratulatory letter that give the high praise to the management of the project quality and progress. After one year of defects liability period, the project is given to final completion acceptance by the Employer, Consultant and Contractor.
