Fairness And Efficiency Of Balanced Development Of Institutional Path Analysis

Fairness and efficiency is an elementary topic in most fields of economic, humanities,politics, philosophy and legal science. Enhancing efficiency and pursuing fairness is alwaysthe subject of human activity and expectation goal. The relation between fairness andefficiency is a stern realistic question which our country faces actually in the course ofreform-open and socialism modernization, and also it is an overall and strategically questionto construct socialism harmonious society.To construct socialism harmonious society, we must reconsider the traditional fairefficiency view “efficiency is preferred, fairness is properly attented”, and to set up the newfair efficiency view to adapt the harmonious society, that is to say, to set up the new idea ofpaying equal attention to the development of fairness and efficiency.“Paying equal attentionto the development of fairness and efficiency” which means fairness and efficiency are twogreat valueable targets of the socialist society, they are at the equally important position, theyare unified between themselves, and moreover they can be unified. The policy choice andsystem arrangement of our Party and Government, must achieve both pay attention tomaintain fairness, and to enhancing efficiency, so that make this two to realize mutual benefittruly, promotes mutually.This paper analyzes the influence of fairness and efficiency of institutional factors underthe background of constructing the harmonious society, and make a discussion to solve thiscontradiction from the angle of institutional arrangements and realistic approaches. The articleconsists of five parts: The first part of this paper is topic multiple-choice, significance aswell as the basis, the study of scholar’s literature review of fairness and efficiency, and thispaper’s main concept definition. The second part introduces the historical research aboutrelation between fairness and efficiency, mainly review our Party and the Governmentpolicy’s historical evolution about the relation between fairness and efficiency’s in China.The third part analyzes the unbalanced status of relation between fairness and efficiency at themoment and the main institutional factors which influence the fairness and efficiency: socialsecurity problems; inequality education oppotunity to all resedents; state-owned assets lossproblems during reformation; rent-seeking and vulnerable groups interests expressionmechanism is unsound, etc. The fourth part, analyzes the relationship between harmonioussociety and efficiency and fairness; the possibility of balanced development of fairness andefficiency, as well as the analysis of the two parts’ system development path.
