For the limit of current personnel system and unprogressive conception of personal management, GUILIN Maritime Safety Agency is showing up a lot of questions such as overstaffing, uncompetitive, no passion, rewards and punishment can not work for adjusting, simple training and unreasonable staffing situation etc. How to solve the problems? The writer did some research in new public management theory and human resource (called HR) management theory. And she found out that the traditional HR management in community organization already been outdated. It should have to fully consider the factor-"person" if an organization need to be developed. That is People Foremost. People foremost, not only to take full consider of individual difference but also to pay attention to individual difference. And the management could be targeted. So the writer proved HR differential management idea. She distinguished between HR differential management and classification management which we can realize that the HR differential management is more positive and effective. At the same time basing on the experience of west countries in HR differential management, the writer made a deeply analysis about the problems as below in GUILIN Maritime Safety Agency:It wastes HR because simple training and no career planning;It affects on people’s activeness because no good encouragement and positive competition environment;Work shift is in lower level;Unreasonable staffing situation.The writer uses the HR theory like system theory,demand theory etc. and proposes feasible mode about differential HR management in GUILIN Maritime Safety Agency. That is analyzing collect information-build database for differential management of work staff-set up the performence evaluation system to match.HR differential management of GUILIN Maritime Safety Agency faces and thinks much of the difference of work staff. It makes personal progress closely connecting with GUILIN Maritime Safety Agency’s development. It tries to find a suitable, lasting, high efficiency mode of people management and lets the individual and organization promote mutually. The writer thinks that it has practical meaning.
