The human resources management is the enterprise develops the power fountainhead, is the enterprise sustainable development basic safeguard. Along with the socialist market economy’s fast development, human resources management also becomes in business management’s function day by day important.In SAME Corporation grows strong unceasingly in process, the human resources quality and the management level become the influence enterprise competitive power the key question. Human resources management problems have been a direct threat to the company’s survival and development. As the Joint venture, the SAME Corporation’s human resources management question already has the State-owned business urgently needed solution question, Also has the individuality question which SAME Corporation are urgently needed solves.This dissertation firstly makes a research and analysis on current situation of human resource in SAME Corporation to define human resource structure and the present status of human resource management, then using human resources management theory, from the human resources plan, the employment advertise and the disposition, training and the development, the achievements management, the salary welfare management, the work relations manages six aspects to analyze the company human resources management existence the question, finding that there are problems in all of the six aspects, among which the comparatively conspicuous problems are human resource plan, employee recruitment, staff training, personnel allocation, performance appraisal system and incentive mechanism; on the basis of analyzing reasons of these problems, combining with the fact of SAME Corporation, such countermeasures are proposed as optimization of human resource allocation, establishes the perfect training system, establishment of scientific performance appraisal system and incentive mechanism alike. Research conclusions have a promotion on strengthening human resource management of SAME Corporation, advancing human resource level and arousing enthusiasm of the employees.
