The human resources management risk is refers to the possibility of suffering the loss in the human resources management process.The human resources management is one of main business administration risk and it exists each stage in management.The human resource management risk existing each stage in management is analyzed based on the research of the human resources management at home and abroad and with the theory, which includes the moral risk, the achievements risk, the salary risk, the training risk and leaves job the risk and so on. In this foundation, the human resources management risk forecast target system is established, and the human resources management risk forecast model based on the support vector machines is constructed. At first, all the data in the paper is took to one kind of type by the extreme value type transformation and taking reciprocal value, then it is carried on normalized processing to obtain the forecast data; and the forecast mode is established by using the SVM fine non-linearity return fitting characteristic to forecast the human resources management risk. The paper unifies the SVM small sample non-linear merit, enhances the system running rate as well as the forecast precision, thus achieving to predict the human resources management risk. Finally the paper conducts the real diagnosis research by unifying Chinese Safe Insurance Limited company Beijing Subsidiary company some department's human resources management ,it has proven the model in human resources management risk forecast validity and the usability, and then analyzes actualities about it to provide risk countermeasures.The research provides one effective human resources management risk forecast methods for the enterprise and other organizations, and it helps the enterprise to judge the enterprise risk condition of human resources management, at the same time, it can help enterprise to analyze the main origin of human resources management risk, to propose the solutions of human resources management risk.
