In2003, as one of the main pilot provinces, Fujian Province kicked off a new round of reform of collective forest right system prelude, this reform’s goal is to achieve "all mountain, all right, all profits" and " cultivators have their mountain".On a pilot basis, on8June,2008, the central government announced full implementation of the Collective Forest Property Right Reform, which pointed out that the use of about five years to basically complete the clear property rights, tenure reform tasks. The peasants are the original driving force of forest change, and the target groups of the forest reform policies, their motives and actions affect the system changes and implementation effects. Therefore, we must understand that the peasants involved in the forest to change the behavior and motivation, to achieve a balance between the system of rationality and peasant rationality.This paper selects the Wu Ping County’ J village—Fujian Province, a pioneer in the pilot reform of collective forest right system—as the object of study. Starting from the perspective of the theory of rational choice institutionalism, it mainly analyzes the impact of peasant’s rational collective forest right system changes. Specifically, J Village in the forest before the reform of collective forest operating difficulties as a starting point, this paper choose three angles to describe the J Village’s collective forest right system reform and the specific implementation process, that is pilot from the government, villagers and village cadres and action strategies. On this basis, to explore peasant rationality’ elements and applying effectsThis paper argues that the behavior of peasants are rational domination. Peasant rationality, though not common in classical literature, was presented as the peasants’ daily life philosophy and survival wisdom. Distributing mountain to every family is the result of rational choice by farmers, village leaders, local government for its own sake. This study found that the reform of collective forest right system have become a certain choice of reform; the actual controlled village collective forest resources and the participation of the villagers is a key factor to detennine distributing mountain; collective forest right system reform is from the grassroots creative practiceThere is a logic behind the woodland institutional change, which is to achieve a balanced development of national interests and the interests of peasants, and the collective interests and the interests of peasants. As the peasant rationality use is constrained by external conditions, on the one hand, there is a need to improve democratic mechanisms at the village level,according to the law reform to ensure that peasants and equal enjoyment of collective forest land contract and management rights; on the other hand, on the basis of respecting peasant rationality, government needs to provide favorable external conditions for supporting reforms.
