In recent years, Inner Mongolia Autonomous Region has realized its economic leapfrogby taking full advantage of both the location and the resources. Xilin Gol League is locatedin the middle of Inner Mongolia, which enjoys a geographic advantage as an intersection ofthe north China, northeast China and northwest China. It possesses rich resources in coal,mineral, livestock and tourism. however, Xilin Gol League is a frontier minority area whichhad been living off animal husbandry in history for a long time with difficult naturalconditions and extremely limited traffic networks. Lack of transportation infrastructurerestricts its economic and social development in a big way. Therefore, it is an urgent task tospeed up the traffic infrastructure construction and provide traffic transportation network toadapt to the regional development both in society and economy.The building of the section from Xilin Hot to SangGenDaLai of the highway of XilinHot to Zhangjiakou (the project) is of great significance for accelerating the trafficinfrastructure construction in Xilin Gol League, Inner Mongolia. The project starts from thecity of Xilin Hot and connects the Eurasia international economic zone by leading to twoland ports Erenhot and Jungadab in north. To the south, it joins the Inner Mongoliaprovincial channel (S105line)in SangGenDaLai and ends with the SangGenDa–Baochanghighway section3which is under construction and the Zhang(Zhangjiakou)–Shi(Shijiazhuang) highway section3which is planned to be built in Hebei Province. It willbe the most convenient trunk line to Shijiazhuang, Beijing, Tianjin and other places. Over70%road transportation would be shared and it is certain to be the vertical expresswaychannel in the middle of Inner Mongolia as well as an important regional provincial exporthighway. The project will build a rapid transit channel through Xilin Gol League to northChina, northeast China, Tianjin Port and Qinhuangdao Port to increase the number and levelof the export channel and to further improve the regional road network structure. It will alsospeed up the resources exploration and improve the investment environment as well aspromote the social and economic development in the regions along the traffic line.The paper conducts a specific research and study on the social and economic condition, communication and transportation and natural surroundings in the region while analyses thenecessity of implementation of the project based on the influence of the project on thecurrent and future regional development on both economy and transportation. Combiningwith the forecast results of the traffic volume and the current and planned road networkcondition, the author puts forward the proposal of the project scheme, construction scale andtechnical standards. The economic evaluation and the environmental impact analysis of theproject is the major part of this paper, the economic evaluation contains the nationaleconomy evaluation and financial evaluation. The national economy evaluation is made incases of “with the project” and “without the project” to determine the proposed cost andbenefit. The financial evaluation is made through the comparison of the project funds andtoll income to analyse the profitability and the repayment capacity. The environmentalimpact accounts for the impact of the project on natural ecology, water, air, sound and socialenvironment, and in the light of adverse effect, the thesis puts forward the correspondingmeasures for protection.From the above, through the investigation, analysis and prediction of the economic,social and traffic condition in the project area, combined with economic evaluation andenvironmental impact analysis of the project, we may safely draw the conclusion that theconstruction of the project is not only necessary but also feasible.
