Research On Dairy Cooperative Development In Heilongjiang

The president Hu Jintao pointed out in the report at the17th Party Congress that asresolution of issues concerning agriculture,rural areas and farmers has an overall impact onbuilding a moderately prosperous society in all respects,we must always make it a top priorityin the work of the whole Party. Especially under the pressure of economic crisis,finding theproper ways to solve the agricultural problems,countryside problems and peasant’s problemsand then achieve well-off society building goal has been on the agenda. During the past30years of reform and opening,Chinese dairy industry developed very fast and rapidly but dairyfarmers have not got the benefit accordingly. So how to help the dairy farmers to avoid themarket risk and join the ever-changing market and gain the stable benefit is an important issuefor us. The problems in recent years dairy industry is,as a matter of fact,the reflect of allproblems in all sectors in the industry chain. Promoting dairy Cop-op,advancing dairyindustrial management and regulating fresh milk trade are the effective ways to develop dairyindustry vigorously.This article,which takes Transaction cost theory,Marginal benefit theory,Property rightstheory,New cooperation theory,Public goods theory,and the theory of communities of interestas basis theory,from the view the dairy industry cooperatives general theory and by the meansof learning from foreign developed country’s experience and research results, studies deeplythe history and current situation of Chinese dairy industry cooperatives and from whichforecast the future of Chinese dairy industry cooperatives,analyzes classic model of dairyindustry cooperatives and then suggests the choices for current Chinese dairy industry andoffers advises and resolution for scientific operation and guarantee system.The main research conclusions(1) This article defines the modern dairy industry cooperatives and modern dairy industry.The definition of modern dairy industry cooperatives is that it is a specialized cooperativeeconomic organization,with the purpose to increase farmer’s income by the means oforganizing the farmers into units by themselves or by some other related organizations toimprove the competition ability through self-operation,self-management,self-service， self-development and benefit self-responsible in buying,selling,processing,storing and informationsharing sections,with the principle of Voluntary,democracy,equality and mutual benefit. The Co-op is guided by the market,supported by dairy product processing company,with the mainbody of dairy cow breeding farmers and dairy cow business farmers and the existingproduction mound and ownership unchanged.(2) This article summarizes some western countries advanced experience,such as the US,Denmark, India,Holland,New Zealand and Australia that,respecting farmer’s will， adheringto cooperative principle,building complete law system,regulating Co-op’s establishment anddevelopment, enhancing government’s guide and support,increasing dairy industrycooperatives and developing integrated operation, developing dairy industry cooperativesservice system.(3) This article evaluated the quantity and market share of American dairy industryproducing and processing cooperatives,using the RAGA-PPE model and5indexes thatinfluence US dairy industry cooperatives. The index of Dairy Industry Cooperative CowMarket counts32.50%which influences the overall judgment most; the index of Quantity ofDairy Industry Cooperative counts32.23%. then the evaluation gives a suitable number of500dairy industry cooperatives for US which is a such big cow and dairy industry country.(4) Countermeasures and suggestsThe modern dairy industry cooperatives would only be done by all level’s support andbuilding. Therefore milk product company need to be transferred to be corporate representativeof the dairy industry cooperatives; government’s macroeconomic control for modern dairyindustry cooperatives should be strengthened and there are four countermeasures.Throughout the entire study,introducing system theory and model method into dairyindustry cooperatives research is innovative in research ideas,methods and results.Based on the previous research reference,this article defines several concepts related todairy industry cooperatives and elaborates the nature of dairy industry cooperatives and theprinciple of establishing them. It concludes several models of dairy industry cooperativesdevelopment,generalizes some features of Co-op,understands the main function and the role indairy industry and deepens rational knowledge about Co-ops,improve and perfect the theorysystem of dairy industry cooperatives which is of certain degree of innovation.The RAGA-PPE model which this article build to evaluate US dairy industry cooperativesis innovative and it shows that even in US which is a big dairy cow breeding country and rawmilk producing country,the number and scale of dairy industry cooperatives are not the morethe better or the bigger the better,there should be one reasonable range,which can set areasonable Co-op with appropriate members to organize raw milk production and then the rawmilk production would not be too separated or monopolized and milk marketing and cooperative share function would be shown It’s significant for Chinese dairy industrydevelopment in Co-op’s number and scale building..This article is also need improvement in following aspects:(1) Because modern dairy industry cooperatives are still under research by academicworld and this article’s author’s knowledge structure is also limited,the Chinese modern dairyindustry cooperatives development model from this article need to be further examined.(2) Because the new system of dairy industry cooperatives is fresh and strange to public，related rules and regulations are not mature, the special statistics on dairy industry cooperativesis blank,this article lacks of real case study and microcosmic research on the dairy industrycooperative,which are the further research direction for author.
