Entering21century, demands of technology and market change faster. If an enterprise wants to keep competence all the time, it must be capable of distinguished R&D. It is much harder for a single enterprise to achieve the goal. More and more enterprises tend to adopt a new R&D model where they cooperate to conduct R&D activities with other organizations, such as enterprises, colleges, intermediaries and financial organizations. This kind of new organizations could be called new R&D organizations. It is different from traditional R&D organizations. R&D activities could be within the company, or expand to outside the company. Industry-academy-research alliance, cooperative R&D, virtual R&D, R&D networks and collaborative R&D could be the main modes of new R&D organizations. Members exchange information based on ICT, to complement resources mutually, reduce costs and risks, shorten R&D period and share outcomes. The research on new R&D organizations could show that competition among enterprises nowadays could be no longer rely on single power, but team work, not winer-loser, but win-win.The paper mainly researched on the characteristics, formation reasons, operation mechanism of new R&D organizations and its effect on performance. The research involved the relevant theory on management, econonics and organizational behavior and application on econometrics. The research on operation mechanism and performance of new R&D oganizations could deepen the understanding of the characteristics, formation reasons, operation mechanism of new R&D organizations, and further develops the theory of new R&D organizations. The paper consists of six chapters, and it is organized as followed:Chapter one was the introduction of the paper. It stated the background and meanings of the analysis. It reviewed literatures at home and abroad. It introduced contents, methods and techonology roadmap. Chapter two was theoretical study. It focused on the concept, characteristics and formation reasons of new R&D organizations. It also compared new R&D organizations with traditional R&D organizations. Chapter three was operation mechanism study. It mainly researched the construction principle, elements and four kinds of operation mechanisms. Chapter four was performance evaluation study. It contained the survey of Wuhan Donghu development zone and questionairs to apply principle component ananlysis to construct model of performance evaluation of new R&D organizations. Chaper five was case study. It analyzed new R&D organization models in the development of Huawei and studied its successful elements. Chapter six was conclusions. It concluded the paper and looked forward to further study.
