Research On The Operation Performance Of Rural Land Transfer Intermediary Organizations In Weifang

Therefore, the study from the angle of operation performance of farmland transfer intermediary organizations has important theoretical and practical significance which can trace the cause of its problems in the process of farmland conversion.Wei Fang as the only modern agriculture comprehensive reform pilot city in China,actively explore suitable form of land transfer, promote the specialization, intensification and scale management of agriculture, which has the largest land transfer area in Shan Dong Province, developed different types of land transfer intermediary organizations. This paper takes Wei Fang as an example, through the questionnaire investigation and interview to the land transfer co., LTD of Wei Fang, Rural property rights trading center, Land transfer information network platform, studied operational performance from four dimensions to construct the performance evaluation index system(the organization ability, operating ability,development ability and social influence). The main research contents include:Describe the background of Wei Fang land transfer intermediary organizations,development present situation and existing problems.Building operating performance evaluation index system of rural land transfer intermediary organizations, using the analytic hierarchy process(AHP) to determine the index weight; To compare efficacy coefficient method to dimensionless processing parameter values;To assess the operating performance of Wei Fang’s land transfer intermediary organizations, analyze the evaluation result of different types of rural land transfer intermediary organizations.According to the existing problems and the research results, make relevant recommendationsThe conclusions by studying the formation:Rural land transfer intermediary organizations of Wei Fang have played an important role in promoting land transfer, but also has some problems: the imperfection of the related legal policy; rural land transfer intermediary organizations are lack of professional knowledge,lack of professional talents, lack of scientific management system, and government organizations didn’t fully play the role of mediation because of the single service content.Building the performance evaluation index system from the organization ability,operating ability, development ability and social influence, and evaluate the performance,results indicate that the average performance level of Wei Fang’s market-oriented land transfer intermediary organizations is good, running effect is satisfactory. Among them, the cross-regional intermediary type has the highest performance, the regional effect intermediary type trends to optimization in the area.To improve the level of rural land transfer intermediary organizations’ operating performance, not only to create good external environment, such as policy guide, system guarantee and support policy, it is more important to strengthen the construction of rural land transfer intermediary organizations themselves, including to sound system, recruit talents and construct information network platform.
