The township level of information service platform was constructed with topic of new countryside construction.Taking Jinxi Town as example, the total population of the town was43150at the end of2009and per capita income in rural areas of the town was13956yuan. Since2006, the construction of new socialist countryside in Jinxi had enhanced remarkably, but the perfect information service system was lack in countryside.So the platform devoted to integrate the social and economic information of countryside and rural government resources. The platform devotes to integrate the social and economic information of countryside and rural government resources.It provides a visual,easy-operating and convenient information service platform that can manage data of rural grassroots organization and publish information with geographic information technology,computer techno logy, multimedia technology and so on.Meanwhile,with characteristic that the geographic information data can intergrate other data,it can display the rural human geographical in all dismensions and with multi-angle,which can energetically impel construction of the New Socialist Countryside.Firstly, according to the policies of new socialist countryside, the interrelated data was collected through investigation in the area and the research data was extracted. Secondly, the adminstrative map was converted vector-graphs with the vectorization of GIS. Thirdly, the spatial database of GIS in research area was established using the collected data and spatial data of GIS synthetically. Finally, under the guidance of thories of software engineering, the information service platform of new countryside was constructed based on the core of Assess and ArcEngine. The platform had five functional modules, they were the module of production development, the module of life ampleness, the module of local custom civilization, the module of management democracy and the module of neatly villages. The structure of platform system was divided into three layers, and they were data layer, presentation layer and business layer. the data layer was supported by Assess. The fundamental manifestation of presentation layer was extended by windows form of Visual Studio2008. The XML and serialization and De-serialization with functional logic were adopted in business layer to combin the five modules. Base on the effective functions of five modules, the necessary interfaces for future extension functions was reserved. The innovations of the platform system was that unknown functions can be contained easily, and it was mainly expressed in the following three aspects:Firstly, the building block principle was used in the design of the platform, which had the advantages of using simply and expanding easily. Secondly, the platform was integrated with functions of GIS easily. Thirdly, the system was not required to compile again when the functions of platform were expand edor modified.The back compatibility of platform was preferable.The experimental application of the platform in Jinxi showed that the platform can solve questions, which were the difficults for information transmission and information obtaining in new countryside construction, and the lacks of information development. And the blank of related research in the area was filled. The platform provides the technological supports for countryside construction in Jinxi town and the beneficial reference for informationize construction of new countryside.
