Since the reform and opening up to the world, China has experienced a transition from its planned economy to a socialist market economy. The rubber industry external environment has taken a great change. With the rapid development of China’s auto industry, the rubber market demand increases considerably. At the same time as the production of rubber industry surge in successive years, China’s rubber enterprises have great advantages even in the world market. Thus it provides a good opportunity for the development of Yiyang Rubber&Plastics Machinery Group Co., Ltd.(hereinafter referred to as YRPM Group). But as the rubber center of international manufacture industry is shifting to China from the other countries, those rubber giants have also entered Chinese market, adding to the competition of competitive domestic rubber market, bringing serious challenges to YRPM Group. This has prompted YRPM Group to pay more attention to improve the quality and efficiency of its own economic growth while accomplishing research, production and testing tasks. So it is crucial to build cost of enterprise strategy, to strengthen labor costs management and control in order to seek its competitive advantage, to promote economic quality, and to realize the unification of social benefits and economic benefits. Artificial cost management and control research is a practical research, involving management science, economics, accounting, and other aspects of the knowledge. There is a long way to run to build a mature and perfect artificial cost management and control system and to achieve the desired effect in reality.Starting with the present labor cost management and control of YRPM Group and combining all the factors such as business environment, market position and strategic objectives of12th Five Year Plan, this paper analyses the amount, structure and economic benefits standards of labor cost management and control, evaluates the present labor cost management and control, points out its weakness and puts forward a series of improvement plan. This paper points out that the implementation of labor costs management and control does not mean blindly to cut labor cost, but to realize consistency between labor cost and economic benefit, which means the group should ensure the increasing sales revenue and added value whose increase is much lager than labor cost, in order to achieve revenue increase by the efficiency.A combination of qualitative analysis and quantitative analysis methodology has been employed in this part of the thesis. Taking theoretical analysis as guidance and improvement plan as conclusion, we hope the research can serve YRPM Group, and highly improve its economic efficiency.
