The construction of the Poyang Lake Ecological Economic District(PLEED) has been a national strategy with the official approval of "Plan of Poyang Lake Ecological Economic District" by the State Council. The study on Eco-compensation of PLEED is not only related to the implementation of the ecological economic zone planning and the rising of Jiangxi province in the central region, but also a problem about Poyang Lake’s ecosystem protection, restoration and construction to which need to be solved urgently. It is meaningful to protect ecological service function and balance economic, social and ecological development of PLEED. And it is also of great importance to develop the ecology, economy and society together in harmony for the middle and lower reaches of Yangtze River and even the whole country.At present, the researches about Eco-compensation in China mainly focus on these kinds of compensation like forest ecological benefit, basin, nature reserve (important ecological function areas) and exploration of mineral resources. Meanwhile, most of researches on the Eco-compensation of the flood storage and detention area are not the empirical researches but the theoretical researches. This paper chooses the Kangshan Reclamation Farm, which is in the flood storage and detention area of Kangshan within PLEED, as the object of the research. It treats the compensation of water resource as the starting point. Thus it would rich the empirical researches on the Eco-compensation of the flood storage and detention area.Based on lots of the domestic reference materials, this paper states the definitions, principles and methods of Eco-compensation. Besides, it introduces economic externality theory, public goods theory, ecological capital theory and ecological service function value theory into the Eco-compensation of the flood storage and detention area. What’s more, it fills a blank in the practice aspect of Eco-compensation of the flood storage and detention area, i.e. it uses double-bounded dichotomous choice(DBDC) contingent valuation method (CVM) to evaluate the residents’willingness to accept (WTA) compensation in destruction of water resource in Kangshan Reclamation Farm. According to the probability and statistics of the bid value, the multivariable regression analysis (Logistic model), the forecast bid value and the analysis of influence factors, the regression coefficient and the expectations of WTA have been calculated.
