After the Xinjiang Forum hosted by China Central government in May,2010, a large scale of Xinjiang aid projects are launched. At the same time, Xinjiang steps into an unprecedented developing era, it is inevitable that the urbanization process will accelerate consequently. Considering the fragile ecological environment in Xinjiang, the urbanization process should be highly assessed. Aksu city is located in arid zone featuring with ecological vulnerability, the city scale and ecological protection should be greatly arranged. On the other hand, Aksu city in an important transportation transit, recent years urban development has showed fast increase, and the urban land use scale has changed. Therefore to study on the Aksu’s urban land scale and to carry out rationality evaluation on urban land efficiency is helpful to make planning. Besides, how to effectively allocated scare land resources, realize the maximum benefit of land use and verify the appropriate land use scale should be solved.This paper formulated indicator evaluation system by selecting a series of indicator such as permanent population, urban area, GDP, fixed capital to evaluate the urban land use in Aksu city between2007and2011, the results illustrated that the urban economic increase, social development and ecological construction were out of balance in Aksu. Besides, the economic benefits, social benefits and ecological benefits generated from urban land use in Aksu were in basic coordination rate.Furthermore, this paper employed Linear regression method and gray model, based on driving forces for urban land use, to forecast the scale of urban population and land use scale during the period of2012and2015, the results indicated that the average urban population and land use will reach at0.5404millions and63.16square km2. Finally, this paper came up with covering suggestion on how to enhance Aksu’s urban land use efficiency and realize proper district layout.
