Although relevant documents and approaches have been introduced invarious regions, a comprehensive policy ofoutsiders’ medical service management has notbeen developed by the government. With the management and technical support have notreached the goal of health insurance of the whole people. Consequently, the conflictsbetween health insurance agencies and the medical demand of outsiders are obvious.This essay based on the concept and content of cross-regions medical servicediscusses the theory of medical insurance. It summarizes the clearing status andcharacteristics of China’s basic medical insurance cross regions. Also, it analysis theproblem and the specific reasons about the clearing of medical expenses cross regions.Furthermore, it proposes the measures of cross-regions medical management that areaccorded to China’s national conditions through learning the experience of the EU medicalmanagement cross-borders. Then, general ideas and suggestions of Shanghai’s basicinsurance of cross-region medical expense are proposed by choosing Shanghai SongjiangDistrict as a feasibility analysis sample.The specific approach will be discussed in this article. According to thequestionnaire on people who are not local resident in Songjiang District, a random samplesurvey data is established. The database is established by using Epi date3.02software. Itdescribes the basic personal information, medical treatment and expense clearing, personalexpectations and satisfaction by using SPSSl3.0, Excel and other tools. In order to makethe statistical analysis whether there is a relationship among gender, age, post situation, thetype of cross region medical treatment, reimbursement interval, the average amount and difficulty of advance payment of medical expense, the convenience of reimbursementprocedures, the understanding of relevant policies and procedures and medical satisfactionof these cross region people, a logistic regression analysis has been used.Finally, a solution will be suggested by setting the linkage of health insurancemanagement between Songjiang and Jiaxing as an example. Remote collaborativemechanism and health insurance agencies between Shanghai and Yangtze River Deltaregion should be established to develop the model of medical expense clearing crossregions. Regional health care information sharing platform among long Triangle cityshould be set up by our government to improve outsiders’ understanding of medicaltreatment policies and procedures. Also, unified standards of cross region clearing ofmedical expense should be made up for each individual and the reimbursement policiesshould be improved to reduce the burden of personal advance payment of medical expense.
