Even though medical insurance sectors are insistently striving to solve this problem, the possession management system results in different pool levels in different areas and the lack of an effective management policy. The solution to the hospitalization in different places will not necessarily happen over night, So we are to deal with the problem of long distance medical produce should also eliminate different ground treatment.Based on the introduction of main concepts of medical insurance and the development of the long-distance hospitalization for urban medical insurance abroad and at home, this thesis provides some suggestions for the improvement of remote medical treatment in Dalian. This study adopts methodology of literature analysis, comparative analysis and questionnaire method to discuss the problems of the different areas’ hospitalization in the whole country and in Dalian and explore the sources of these problems. In the meanwhile, this thesis chooses the medical insurance for the hospitalization in different places in the euro as the referenced object.For the different areas’medical treatment in Dalian, the present thesis discuss the current status of medical care and explore the benefits for medical agencies,medical insurance agencies and insured people, and then puts forward a practical and effective suggestion, that is the model of the overall planning in Liaoning province and the coordination with other provinces. This new model can resolve many urgent issues in different places’hospitalization, like heavy financial burden because of receiving seriously ill patients, over-treatment demand and expensive medical treatment. This model advocates to establish the special-purpose institution and employ supervisory mechanism, at the same time enforce the legislation to solve various ethical problems. The solving of the hospitalization in different areas for urban medical insurance has a great impact on the improvement of medical insurance system in our country, and it is the reflection of "people-oriented"concept and is an indispensable part in the construction of harmonious socialist society.
