In China, the grassland resources is the biggest land ecological system,and the development of animal husbandry, protect biodiversity, water andsoil conservation and maintaining ecological balance has a major role andvalue. But for a long time, due to the nature and man unreasonablydevelop and utilize and other various factors, more than two-thirds of allnatural grassland occurs degradation, desertification, salinization atdifferent degree, which led to declining productivity and the ecologicalenvironment seriously deteriorating. This not only hinder the sustainabledevelopment of today’s society and economy, and its impact on the localresidents’ production and life is more serious, which cause thegovernment at all levels and the public to pay more attention on theecological environment. A project-returning grazing land to grass landstarted to protect and improve the ecological environment. In this paper,the author used the policy of prohibition of grazing for basic clues, basedon the domestic and foreign relevant research results and the author’sthree times field survey in Rear Manitu Village in Baolongshan Town inHorqin Left Middle Banner. Then did a systemaic research on the prohibition of grazing based on the example of Manitu Village. Thisdissertation consists of five parts-introduction, body, conclusion,references and appendix about more than thirty-five thousand words. Theinstruction is about the background, the reason, the research significance,the research situation, the research contents, the research methods,research thinking and the innovation of this paper, etc. The first part ofthe text simply introduces background and basis of the policy ofprohibition of grazing and the specific measures in the policy ofprohibition of grazing. The second part states the farmers and herdsmen’scognition to the policy of prohibition of grazing and its implementation.The third part analyzes the policy’s influence to the farmers andherdsmen’s mode of operation and their life. The fourth part discusses thefacing problems among the policy of prohibition of grazing and severalcountermeasures and suggestions from different perspectives. Theconclusion mainly summarizes some problems among the policy ofprohibition of grazing in Horqin Left Middle Banner and the author putsforward his own opinion.
