The policy of complete prohibition of grazing that is implemented in the Darqan moomingyan United Banner (the Damao Banner) is different from the policies of prohibiting grazing, suspending grazing, rotating grazing, and raising livestock in the pens that are carried out in other pastures. It means enclosing the pasture and prohibiting grazing. As a result, the herdsmen must move out when they sell out their livestock. It is reported that the herdsmen in Bayanqangyai Gacha have sold out the majority of their livestock, and that the ecological environment has been improved fairly since the policy of complete prohibition of grazing was put into effect three years ago. However, due to a certain reasons such as system missing and poor implementation, a lot of new problems like grazing secretly or grazing in different pastures have arisen. Therefore, it is of great practical and theoretical significance to investigate the policy implementation of complete prohibition of grazing in the Damao Banner.Taking Bayanqangγai Gacha in the Damao Banner as an example, this thesis analyzed the implementation of the policy of complete prohibition of grazing as well as the new problems and presented some suggestions on the basis of three on-the-spot investigations. The thesis consisted of five parts. The introduction part covered the reason why the topic was selected, significance of the study, review of the literature, method of the study, and procedure of the study. The first part of the main body introduced the background and basis of carrying out the policy; the second part provided how the policy was implemented; the third part laid an emphasis on analyzing the major problems existed in implementing the policy; and the forth part presented some constructive suggestions.
