Innovative Study On The Identification Of Poverty Alleviation Factors And Poverty Reduction Mechanisms Of Poor Households In Minority Areas

The 18 th National People’s Congress of the Communist Party of China clearly stated the strategic goal of building a well-off society in an all-round way in 2020.Due to the diversification of poverty-stricken factors and the complex causes of ethnic minorities,economic development is relatively slow and social development is lagging behind.It has always been a difficult point in poverty alleviation work,and it is also the most crucial link in the process of building a well-off society in an all-round way.According to a sample survey conducted by the National Bureau of Statistics on 160,000 households in 31 provinces(autonomous regions and municipalities directly under the Central Government)in 2017,421 poverty-stricken counties(including national poverty alleviation and development key counties and districts)have 421 ethnic autonomous local counties.,accounting for 51%.One-third of the country’s poor,14 of the concentrated contiguous destitute areas,and the “three districts and three states” with deep poverty are all in ethnic areas.The extreme imbalance between the rich and the poor has had a very negative impact on China’s economic development and social stability.Therefore,the poverty problem in the western minority areas is a shortcoming of China’s economic development,and it is also the main battlefield for precision poverty alleviation.In the remaining two years,to achieve the goal of comprehensive poverty alleviation,time is urgent and the task is huge.Due to the new changes in the rural population structure in the poverty-stricken areas in the new era,the focus of the precise poverty alleviation work at this stage is not only to target the poor households,but also to investigate the causes of poverty,so as to solve the national minority areas from the root causes.Poverty issues to achieve accurate grasp and accurate assistance to poor individuals.Therefore,this paper will use the poverty data of 18,857 households and 78,869 people in the Huayuan County Poverty Alleviation Office to analyze the poverty situation in Huayuan County and analyze the poverty alleviation factors in ethnic minority areas based on the existing research.The logistic model and factor analysis were used to empirically analyze the poverty-reducing factors.Empirical studies have found that the age structure of family members,the labor skillsof household heads,the health of family members and the safety of drinking water all have a significant impact on the poverty situation of the family.Finally,based on the research results,this paper proposes a strategic approach to anti-poverty governance in ethnic minority areas with realistic orientation,and explores a road to institutional innovation that is suitable for anti-poverty in minority areas in the new era.
