Since State Council officially approvaled "The Plan of Poyang Lake Ecological Economic Zone" in2009, the development of Poyang Lake ecological economic zone has became the important task in jiangxi province.Not only the industrial GDP of the zone has exceeded the half of the added value of the province, but the emission of pollutant affects the stability of Poyang Lake ecological system directly.Firstly,this paper builds the short-term utility function of industrial production in static state by using the emission of waste water for every region.In the long-term, this paper builds utility function of industrial production in dynamical state for every region.Secondly,this paper calculates the equilibrium values of each region’s industrial production level under different game structure. Through the computation of Nash equilibrium,Jingdezhen city、Jiujiang city、Nanchang city and Yingtan city all have unnormal model of development in different levels. Under the cooperative game,we get the allocation of the regions in two different ways.The Shapley values indicates that Yingtan city and Nanchang city would cross-subsidy Jingdezhen city and Jiujiang city,but such an unfairness would be corrected by using the maximum core theory.Thirdly,this paper views the Jingdezhen city、Jiujiang city and Nanchang city as the participants of game, under the theory of differential game, this paper computes the Nash equilibrium of asymmetric regions that play noncooperatively and the characteristic function of any coalitions in which the players choose to act cooperatively by using the knowledge of dynamic programming. This paper gets that the utilities of any coalitions exceed the sum of utility of every region who stands in them,and every member’s emission level of any coalitions will get lower as the scale of coalitions get larger.Secondly,this paper calculates the Shapley values of asymmetric regions and design time-consistent imputation distribution procedures to them by using it.Lastly,this paper comes up with some advices about how to stimulate the cooperateon and how to correct the unnormal pattern of every region’s industial production depend on the analysis.This paper finds that only if the upper departments or a cooperation promoting organization which is setted up by different departments sets the standard for each region can promote the formation of cooperation,and can achieve more efficient emission level and higher utility level.
