The Relation Between Urban Development And Layout Of Xi 'an Development Zone

All kinds of development area emerged rapidly and prosperously developed in domestic since1980s.With all kinds of development preferential policies, natural resources, human resources and industrial aggregation, and advantage that different from the traditional administrative management system, development area has become a main area open to the outside and attractive to the investment which is becoming the most powerful engine of the regional economic development. However, a large number of developments are as construct rapidly all around the country for the need of accelerating regional development, and even driven by the achievement of government. The blind exploitation areas result in the establishment of numerous development areas with inefficiency which lacks of distinct developmental position; the severe homogenized consuming; the disorder management with mutual restricts development, and other realistic problems.Taking what have been discussed above, the study direction of the paper are the layout construction and coordinate of dislocation. The study objects are "Five areas, one harbors, and two bases" established over a span of20years in Xi’an, and eight development areas with various characteristics and special positions; Clearing the individual system routines of eight development areas; comparing the differences and similarities of them. Starting from analysis the function and contribution that development area makes in terms of city prosperity, as the vital government, Xi’an, deeply analysis the layout principles and management ideas of government and point out the definite leading industry, implement the dislocation development are the effective ways to realize the construction of multiple development, multiple drive, avoiding homogenized competition and internal consuming in several government management layers of development area. At the same time, according to the problems and shortages listed above, several methods and suggestions which were put forward by research of development area aim to offer theory support, practical basis for the layout management and development position of development area, providing references for government management and arranged adjustment.
