Research On The Problems And Countermeasures Of Urban And Rural Overall Development In Urban Function Expansion Area Of Chongqing

In 2013,as the extensive and mountainous characteristics of ChongQing,it was divided into five major functional areas.The main city was segmented into functional core metropolitan area,urban functional expansion area and urban development area,while northeast of Chongqing as ecological conservation development area and southeastern as ecological protection development area.According to this policy,every districts and counties belong to ChongQing determine its orientation and highlight its own characteristics.In addition,reset its investment threshold and adjust the layout of the industrial structure.Morever,employ different evaluation mechanism and fiscal policy to their developments.As a result,after more than three years of construction,the balance and coordination of urban and rural development of ChongQing enhanced significantly.While remarkable accomplishment has achieved,“ dual economic structure ” problem is still outstanding in ChongQing.Some problems such as differences between urban and rural development,differences between rich and poor are still evident,especially in the urban functional expansion area of ChongQing.As part is rural,part belongs to the central area in this functional zone,the basis of its development is not balanced.But what its final target is to build itself into a modern area,so the task it undertaked is very heavy,and its population structure,industrial structure,technical structure and spatial structure are faced with enormous adjustment.In view of this,we devote our energy to research on the problems and countermeasures of urban and rural overall development in urban function expansion erea of ChongQing.And put forward some corresponding policy suggestions for reference.We combing the domestic and foreign academic literature on urban and rural development,in addition,combine with the current situation and existing problems of urban and rural development as a whole in urban functional expansion area of ChongQing.Moever put forward homologous countermeasures,and gives the corresponding policy recommendations as a result.In particular,in the process of urban and rural development as a whole in this area,there are some crucial problems,such as land property right is not clear,lack of rural planning and city upgrades are not synchronized,role of “ reserved area ” up in the air,out of sync of upgrade of industry and city.Given these,as a guide,on the respects of rural land circulation,production integration,fiscal policy,rural financial system,public service,the rural logistics system,etc,we put forward some development countermeasures on the process of urban and rural development as a whole.At last,On this basis,provide some feasible policy suggestions.
