As the global economic growth, technological innovation,more and more peoplepay attention to environment problems. International community put a new premiumon global warming which it caused by greenhouse gas (GHG) emissions. humanactivity lead to it. Greenhouse gases mainly comes from the fossil fuels. However, nomatter what development of human society and economic growth,they all needenergy consumption. Therefore, find out the relationship among energy consumption,economic growth, carbon emissions and make a reasonable policy to reduce carbonemissions, find a road of sustainable development that become a hot topic. In thispaper, based on panel data about western regional economic growth, energyconsumption, carbon emissions, through panel unit root test, heterogeneous panelcointegration and model fitting to research the relationship. At the same time, usingthe grey correlation and generalized fisher index mode to decompose energyconsumption and carbon emissions. We hope to find out key factors to reduceenergy consumption and carbon emissions that make energy conservation andemissions reduction come true.Through the study we know:(1) In the future economic development still demandlarge energy consumption. Due to technical limitations and shortage of new energysupply, rate of carbon intensity decline lead by technological progress is far lowerthan economic growth, the western region is hard to achieve carbon reductions in ashort time.(2)Just ask for reducing energy consumption is bad to economic growth.Now, to control the carbon emissions is more feasible. Energy structure factor andefficiency factor is hard to decline carbon emissions, their potential is tremendous.
