Tax assessment refers to the data analysis by the tax authorities to verify and analyze the accuracy and authenticity of taxpayers’or agents’declarations. Such assessment will allow for further verification process such as interviews or field investigation which can lead to a qualitative and quantitative judgement thus allowing for better control measures to be taken.Currently the globally recognized tax management tool that is widely used by tax authorities is tax assessment. It allows for better management of taxations of taxpayers and also better customer service to the taxpayers throughout the process. After the implementation of tax assessment, problems within the management of taxation such as monitoring or oversight and education of taxpayers can be rectified. Such reforms within the system is in line with the goal of becoming a consultative government.At present due to the lack of complete data, staff that are not properly trained to carry out such assessment and the lack of distinct definition of tax assessment, is causing many problems. It is also why tax assessment has not been able to showcase its full capabilities.Focusing on the current situation, this article aims to tackle the problems on hand. Addressing issues like basic concepts and methodology of tax assessment, problems within our tax assessment system and constructive ways to reform the tax assessment system.The full article consists of five parts and is separated into the following:The first part consists of the exploration of the theme and its background, explanation of concepts followed by introduction of superior methodologies used overseas which brings us to the theme discussed in this article.The second part emphasizes the importance of tax assessment within the taxation system. Going in-depths into how tax assessment as a tool can used correctly can address the needs and better management of the taxation process. It also will stress benefits such as how it can reduce costs of administrating taxation and improve the relationship between taxpayers and the government.The third part will include a thorough analysis of the current situation of China’s taxation system and in particular tax assessment. The deficiencies will be identified and listed.The fourth part will further explore how tax assessment is being operated in China. This article will also introduce tax assessment methodology and procedures. Case studies will be utilized to showcase its usage and capabilities.The fifth part will touch on the future of tax assessment and suggestions moving forward. Some of the suggestions will include the definition and role of tax assessment within the system, efficient and effective communication channel, how to optimize the taxation system and so forth.The innovative elements in this article is the use of abstract tax assessment methods coupled with case studies to showcase the detailed workings of various tax assessment methodologies operating in sync with other taxation tools. Thus bringing about a full picture of tax assessment and views on it.
