With the social development, project management has been used in many fields. It is the same to the real estate industry. As more and more real estate companies grow bigger, many real estate projects are located in different places, real estate enterprises pay more and more attention to real estate project management. There are5features of project management:short life cycle; instantaneity; more rigid objectives, relatively incompact and temporary organization structure; more complicated coordination. The main processes of Project Human Resource Management including:personnel planning, work breakdown; personnel acquisition, team building; staff communication, and conflict management. Project performance management is an important part of the Project Human Resource Management, plays a key role in the success or failure of real estate projects management.This report use the project performance management system of Tangshan Kailuan Maohua Real Estate Development Co., Ltd.(KLMH) as the study target. Firstly, started with the performance management correlation theory. After that, analyzing it use the following three methods:(1) Reference research:collecting relative reference and company performance management files.(2)Interview:communicating with KLMH staff to find out the problems of the project performance management.(3)Survey:selecting representative staff to analyze the project performance management system.Through the interview and survey, the following problems are found:(1)The organization should be optimized;(2)Team members are unsatisfied with their responsibilities, power, salary and career planning;(3)There is dispute on execute of the management system;(4)The cohesion and construction of the team is insufficient;(5)Some staff feel anxious about the evaluation;(6)The evaluation indicator should be compiled;(7) The performance management system do not give enough improvement and the study chance for the staff;(8)There is no regular appeal procedure for stuff. Finally, to overcome the problems of the KLMH project performance management, optimize the team and individual management. The following methods must be implemented:clear performance plan, enhance performance application and management, establish scientific performance indicators, improve performance interview and use the evaluation results. To sum up, each procedure is designed pointedly and feasibly.The new performance management highlight the team performance management, meanwhile, it enhance the team and individual indicators for performance appraisal. This change reduce the effect of sensibilities, therefore, it makes the indicators more fair and equitable. The evaluation procedure are simplified and the quantification of the evaluation are enhanced. Which improve the communication of the evaluation. As a result, the evaluation result are used better and more widely. Through the design of the new project performance management system, we can reach a conclusion:the project performance management system must based on scientific method and unified standard, which can guarantee the timely, objectives and fair. In the meanwhile, the performance management system is a dynamic regulation process, which means continuously communication. When the performance evaluation are finished, the process and the result application must be summarized and analyzed. Through the analysis of performance evaluation system, team goal and internal and external condition matching, the problems will be fined out, adjusted and improved. Coalescing the team goal and sense of group honor into the performance management process and enhancing the team cohesion. Through project performance management, the management level will be improved, as a result, the team can stay actively and effectiveness.
