Research On System To Protect Of The Development Of Circular Economy In China

Over past three decades, with the rapid development of China’s economy, environmentalproblems subsequently are also increasingly fierce. In particular, the interaction effects ofpopulation boom, food shortages, resource constraints and environmental degradation lead toserious contradictions and crisis-ridden, which hinders social and economic harmony andsustainable development. Due to the increasingly serious ecological and environmentalproblems, circular economy has been received much more attention by the CPC CentralCommittee and the State Council, and has become the focus of theoretical research. In thereport of the17th Party Congress, General Secretary Hu Jintao puts forward “the constructionecological civilization, and the formation of industrial structure, mode of growth andconsumption patterns of saving energy resources and protecting ecological environment.Meanwhile, the formation of large-scale circular economy, the increase of renewable energy,the effective control of pollutant emissions, the improvement of ecological environmentquality and the establishment of ecological civilization concept should be advocated in thewhole society.” At the same time, resource requirements are continuously increasing as thecontinuous progress of China’s industrialization, urbanization and modernization. And thecontradiction of resource supply and demand has become increasingly prominent, which isstressful to environments. Therefore, from a strategic and overall perspective, the constructionof a saving-oriented society and the development of circular economy should be in aprominent position in socialist modernization, which can improve utilization efficiency ofresources and promote sustainable development of economy and society.This paper starts with the introduction of definitions of system and circular economy,then analyzes the status quo and problems of circular economy system in China as well asforeign development experience, and combines the reality of China with foreign advancedexperience for reference. On this basis, this paper focuses on the detailed and in-depthexploration of China’s circular economy system. Also, based on China’s basic nationalconditions, we should ensure the smooth progress of circular economy system in aspect oflegal guarantee, incentive mechanism, resources property, resources pricing mechanisms andpublic awareness. Then, we can take the road of circular economic development with Chinesecharacteristics, construct a smooth transition of economic development and resource-savingand environment-friendly society successfully.
