Economical And Intensive Utilization Of Land And The Sustainable Development Of Regional Economic Research

Right now, the contradiction between the strong demand for land and theinadequate supply makes the economical and intensive utilization of land become amain line throughout the management and reform of the China’s land. The conflict ofthis contradiction would be fiercer with the further increase of the construction land, andthe higher level of the dependence on land for the economical development, so that it isa must to implement the economical and intensive utilization of land to thrift thecircular economy and build a conservation-minded society.Shehong County in Sichuan Province is highly valued as the first national modelfor economical and intensive utilization of land in which it practices beneficialexploring and summarizing. When the county faces the situation of the rapiddevelopment of economy and urbanization, how to achieve the sustainable regionaleconomic development is placed as an urgent task in front of the county governmentand land management sector. This article will take Shehong County as an example toanalyze.Combining the domestic and international theories about the economical andintensive utilization of land and sustainable regional economic development, firstly, wedescribe the Shehong County’s land use status, and then explain the level of theeconomical and intensive utilization of land from four aspects: land use efficiency,implementation of land planning, the protection efficiency of the farmland, landefficiency of law enforcement. This article finds the problems and the reasons amongthe economical and intensive utilization of land and discusses the relationship betweenthe economical and intensive utilization of land and sustainable regional economicdevelopment, through the methods of the combination of qualitative and quantitativeanalysis, horizontal comparison and comprehensive analysis. According to the results ofthe analysis, this article proposes a more feasible policy recommendations and measures,providing a theoretical basis for the government to develop the economical andintensive utilization of land policies and the scientific nature of land use planning. Italso offers good reference for other areas to plan the economical and intensive utilization of land.The course of the article mainly adopts the assessment index system of economicaland intensive utilization of land issued by the Ministry of Land. Although the system ismore comprehensive coverage of the entire land-use management, the different periodsof the economic and social development have different requirements, and the evaluationsystem of the economical and intensive utilization of land should also be furtherimproved with the times changing.
