| This paper is based on many principles and methods in many research papers. Itcombines Zero-Defect theory, Quality-Management theory, Project-Developmenttheory, as well as quantity-analysis models in the engineering project. It also comparesthe theory and the real project to find out the problems which exist in current projectdevelopment. This paper discusses the problems and tries to find the reasons and find away to solve them.This paper contains seven chapters. Chapter one tells the background and method.The following chapters focus on the Quality Management Theory and ProjectManagement Theory, which will be served as the theory basis of the next Chapters.Chapter three four and five are significant chapters of this paper. Chapter threeanalyzes Xianju Project of SINORAILWAY Bureau8Co.Ltd, which finds out themanagement problems and present many advices, such as such as: to strengthen therigor of the system to build a comprehensive staff analysis and job analysis system,strengthen the quality awareness of employees. The paper discusses the quality of thetarget, the work of the WBS structure, quality management system, control flowsampling system and other aspects of the analysis and appraisal, and put forward aseries of methods and measures. Based on the real situation of SINORAILWAY Bureau8Co.Ltd, and domestic and international, this paper analyzes the main link betweenquality and safety, duration, and cost, and makes many recommendations. Through thecomprehensive analysis and research, the paper makes some advices to improve thequality of construction program, which can be used in the similar projects.Chapter six summarizes Xianju project and make further considerations. We hopethe conclusion would improve the existing theories of Project Management. We thinkthat quality control method should be used all through the whole processes and weshould balance among the quality, the cost and the schedule.
