The quality of the municipal administration road project directly related to people's travel safety. The social harm no less than the urban housing construction. The paper based on the situation of small and medium-sized town and cities in the North China plain, analysis the quality of the municipal administration road project. It considered the present situation analysis; establishing target responsibility system, the control elements of the projects; controlling internal and external factors of the projects; strengthening supervision of the projects; the emergency procedures and the remedial treatment five aspects. The paper constructed a goal responsibility management system. The paper made the following conclusion: if the government makes a serious concern about the project and act in accordance with the system, those problems would be solved.
