With the development of economy and the improvement of people’s living standers,vegetable consumption has gradually transformed from quantity to quality. People are notonly concerned about the quality but also pay more attention to the inherent quality of thevegetables including nutrients and toxic substances content.Especially,some vegetable issuesexposed by media have made people think more of the quality of vegetables.As the mostimportant vegetable producer in China,Shandong Province aims to become “the largest andsafest”vegetable production base. Shandong Province constantly explores all aspects ofinnovation from vegetable production.circulation to consumption and builds a series ofincentives and restraint, mechanisms led by the government.This paper is mainly about theincentive and restraint mechanisms for safe vegetable production in Shouguang City.By reading the monograph I summarize the status of vegetable quality and safety andmeasures of producing safe vegetables home and abroad.This research provides the oreticalsupport for safe vegetable production incentive and restraint mechanisms ofShouguang.Overall, foreign research on vegetable safety and quality is early than China.Their work is more effective than China too, which is embodied in four aspects; Laws andregulations of vegetables quality standards of vegetables. Management of vegetable qualityand support of vegetable quality and safety.In the systems of vegetable quality, Lows andregulations are the basis, quality standards are the condition, management is the main body,and support is the guarantee, This four part is indispensible.Following from Shouguang vegetable production conditions, the course and status ofvegetable development, the literature briefly introduces the present situation of Shouguangvegetable production. On this basis,I analyze the problems of Shouguang vegetableproduction from the four aspects: agricultural ecological environment.farmer’s awareness ofsafe production.efforts of detecting vegetables and circulation of vegetables. To solve theabove problems,this paper focus on vegetable production incentive and restraint mechanismsof Shouguang.The mechanisms mainly include strengthening technical training developingco-operation.building sales channels. support leading enterprises and encouragingtechnological innovation.Besides, Shouguang vegetable management is strengthened throughthe following aspects:strengthening laws and regulations.increase penalties. implementingstandard production into the management system.rigorous quality testing to ensure productsafety.implementing market access to eliminate violate products.establishing traceabilitysystem and clear responsibility. Finally,for the shortcomings of Shouguang vegetable production,the government takesmeasures to keep high quality vegetables.These measures include strengtheningpublicity.developing science and technology.promoting technology.strengtheningmonitoring.accelerating circulating.guiding consumption.
