Food safety issues are likely to happen in every segment of the food industry chain, and thus strengthening the control of food quality and safety should be started in the farmland.Farmers are in the initial segment of the supply chain, and their production behavior directly affects the food safety situation of later segments. As rational man, far,ers’ behavior decision is influenced by the costs and benefits of behavior, and influencing factors include both farmers’ own characteristic and the external constraints.In recent years, with the deepening construction of the socialist new rural and agricultural modernization, agricultural production base has been rapidly developed. Compared to the farmers who do not join in base, the farmers in the production base are some different in the production scale, technical guidance, safety training, pesticide use, sales channels, etc. In addition, the base often receives contract constraints form downstream buyers.All those may lead to differences in farmers’ safety production behavior.In this study,we choose vegetables as the main object of study.From the perspective of the production base,we take Suqian City of Jiangsu Province as example, and make use of literature review and field survey methods to research the development status of vegetable base in Suqian.We analyze the differences in the attention to food safety and safe production behavior between farmers involved in the base and farmers not in, and then explore the influencing factors of farmers’ safe production behavior. The innovation of this article may be that we study the farmers’ safe production behavior from the perspective of base management,and compare the differences in behavior between the farmers in base and farmers not in.The study finds that, although in recent years the vegetable base in Suqian has been vigorously developed, there are still some problems existing, which mainly embodies in that farmers in the base are aging,and base infrastructure needs to be improved and is lack of unified organizational management.Besides,origin market is also lagged behind. Compared to the farmers not joining base, we find farmers joining vegetable base have more safe production behavior.This may be due to farmers joining base have the courage to maintain the reputation of the base in order to obtain the base brand advantage and market efficiency,and thus they usually have higher requirements of vegetables quality and safety.Through empirical regression analysis, we find that the influencing factors of farmers’ safe production behavior include:the size of the labor force, the acreage of vegetables, whether or not to accept the safe production technology training, whether to join the base, and government subsidies.In which,whether to accept the safe production technology training and whether to join the base are the most important influencing factors.For the farmers joining the base,the higher the degree of supervision from the vegetable bases is, the more farmers are inclined to choose the safe production behavior.On the basis of the findings, this paper gives some policy recommendations:perfect the construction of vegetable bases; regulate vegetable base management; strengthen farmers safe production and technical training;improve legal norms related to food safety.
