Competitiveness Evaluation Of The First Industrial Structure In Shandong Provence

Shandong province, as a major agricultural province in China, has a great influence onChinese food safety in its first industrial structure. Evaluation on its industrial structure canshow the way of modifying the industrial structure for policy making. This article uses thepanel data of Shandong’s first industry output to descriptive statistics, correlation analysis aswell as Shift-Share analysis and evaluates Shandong’s regional agricultural competitiveness inboth Static and dynamic process to reflect its first industry’s competition environment.We firstly demonstrated industrial competitiveness evaluation theories, background andsignificance, and made comment about these literatures at home and abroad. After this, thecompetitiveness of the first industry in Shandong province was evaluated. Through thecomparison between Shandong province and the whole country, we found that Shandong hada relatively low proportion of animal husbandry, and the proportion of the services in the firstindustry level also is not high. There is still further development of space in the future. Basedon year2003and2011, we collected the first industry development pool data of Shandongprovince and its17city to do shift-share analysis, and find the different development state indifferent regions of the first industry. Further analysis dividing the whole period into twostages separated by year2008was done with shift–share analysis to find the dynamic changeprocess of different region’s industry competitive advantage. We still made a typeclassification of the development status for Shandong province and its17city to show theimbalance and trend analysis. Then the article made a shift–share analysis in the agriculturesector, and drew some development time sequence diagrams to find where the competitionadvantage is and the future industry development direction for policy making.In the end, this essay summarized Shandong province’s first industry competitivenessadvantages and did some discussed and Suggestions. From the faces of the government andthe market, we discussed how to support the first industry development, built the externalenvironment to form industry development environment, and improve the added value of thefirst industry. The government should offer financial, policy, and management support topromote industrial development in the macro level. Market should rely on agricultural enterprise, standardize market environment, and realize the agricultural integrationdevelopment strategy.
