Investigation And Rethinking Of Agricultural Information Construction In Underdeveloped Rural Areas Of The Southern Shaanxi

As an important part of the nation’s information technology system, Agriculturalinformation represents an important symbol of a country’s comprehensive strength andmodernization level. In recent years, great effort has been put into the construction ofagricultural information in southern rural areas in Shaanxi province. A broad agricultureservice website has been built, which will benefit most of the farmers and promote the ruraleconomic development. However, in some areas, like Bai-he county, there are somedeficiencies need to be filled, such as the short leg of infrastructure, imperfect service system,rural cadres awareness, lack of information technology talent, et.al. these factors weavingtogether restricts the development of information construction in this area.In solving the problems, XiaoShuang town, which is selected by the government of thecounty as a demonstration village, attempts to develop rural information construction, so thatmore farmers of the surrounding villages will get benefits by radiation effects. In this way, asexpected, will promote the development of information technology and the economy. To helpput the plan into reality, main contents of this paper are as follows:1) Paper’s research background, purpose, practical values be introduced firstly, and thencontent narrative were followed. The main ideas, methods also presented in this part, at last,the necessity of the implementation of information technology of small double-town ruralinformation technology was pointed out.2) To get further information, a comprehensive survey was taken. Through fieldinvestigation, questionnaires and information provided by relevant departments, the statusquo of the rural information infrastructure, network construction, service system, technicalapplications, integration of resources, information acceptance of staff and farmers toinvestigate were gathered in small double-town and these information was used in followingpart.3) After the above analysis, some basic conclusions come into formation:Ruralinformation construction of small double-town is still in the primary stage.Awareness andemphasis on information technology to stimulate industrialization in the government is not enough. Information awareness is relatively backward, agricultural information infrastructureconstruction is still weak, so is the irrational industrial structure information, small-scale,backward technology, lack of innovation ability, the shortage of information professionaltalent and so on. At last, a program was proposed for further development of small town ruralinformation.4) At the end of the paper, a system framework was put forward with all the informationgathered and the relative problems analyzed. Through this framework, the relationshipbetween agricultural information technology and modern agriculture was discussed. Severalagreements have been reached: vigorously the development of information technology inrural areas, not only boosts the local economy, but also can help the large numbers of workersremaining in agriculture; This is the effective way to affect the development of agricultureand a practical way to solve the three rural issues. What’s more, this is the only way fordouble town agricultural to be modernization.
