Social Evaluation Of Regional Power Grid Investment

Overview the power grid construction development in China, investors alwaysconcentrated in the financial and economic evaluation, ignoring the impact of socialdimension. Engineering construction projects generally evaluated after2-3years in theoperation of the project, comprehensive tracking, investigating, analysis and evaluating thedecision-making, design, construction and operation of the construction project. Thegovernment issued the paper about the direction of state–owned enterprises. The two types ofenterprises is the public state-owned enterprises and the competitive state–owned enterprises.Grid enterprises gradually become public state-owned enterprises. It has an important impacton the people’ lives and economic development. So the social benefits of the enterprise ismuch important than the economic benefits. With the transformation of the governmentfunctions and accelerating the pace of the investment system reform, the focus of governmentinvestment and construction began gradually concentrated in public investment (involving thesignificant public interest planning and the infrastructure projects)and involving significantimpact of the economical,social and ecological projects.Although power grid investment projects have significant impact to the society, itlacks a comprehensive evaluation system until now. due to traditional social evaluation cannot be good for some nonlinear indicators of the social impact of power grid constructionprojects, so it is necessary to use some model to a comprehensive evaluation of the socialevaluation of the power grid construction projects, so that the results are more realisticevaluation. In order to make the model more practical, or use two evaluation model, and toevaluate the advantages and disadvantages of both, and thus make the model more perfect.In this paper, from the point of the specifics of the power grid investment, propose anew point of the evaluation of the power grid investment and identified the multi-level fuzzyevaluation method, used a system simulation method. At last, with a specific example-B citypower grid investment made a empirical analysis.
