As the basic facilities, the constructions of power grid relate to the national economy, and also play a significant part in promoting the development of social economy. Different from other construction projects, power grid constructions have their own particularity. On one hand, the power grid construction is typically a capital-intensive, technology-intensive and network-based project. It needs a huge amount of investment, has a long construction period and revenues slow. On the other hand, based on the reliable network and stable technology, the power grid constructions must ensure the residents'normal use of electricity and meet the needs of load growth and the social economy demands for electricity. With the gradual deepening of power market and enterprise reform, the grid opertating costs continue to increase. So, there is a big operating capital gap in power companies, resulting low profit and difficult operation. All these factors severely restrain the ability of their self-development. Therefore, how to establish a reasonable and effective standards for power grid constructions evaluation, and optimize cash flow, allowing companies to maximize the economic and social benefits are the current problems which power grid enterprises to be solved, in the circumstance of capital constraints, network quality and power supply reliability.First, the project investment evaluation, portfolio theory and optimization methods are studied in this paper. Then, combined with power grid constructions' own characteristics, this paper uses AHP method to evaluate power grid constructions comprehensively from constructive, technical, economic and social aspects. Subsequently, it analyse a single power grid construction to determine its sensitive factors and income levels under different market conditions, and it also gives investors the risk of an expected benefit. Based on this, it introduces portfolio theory to establish portfolio optimization model for the power grid constructions, under the constraint of power supply reliability and the amount of investment. Finally, according to an example, it gives a reasonable and orderly power grid construction reference program, verifies the correctness and optimization of the evaluation system and method. This investment optimization method for power grid enterprise optimize network-building program and avoid investment risk with practical guidance.
