Along with the high-speeddevelopmentof China economyand the nationalmacro-controlpolicy, infrastructureinvestmentespeciallyhighwayconstructionfunds moneyis compressedby the hitherto unknownimpact, how to raise constructionfunds has become the key to theconstruction of highway.This paper studies the BT project belongs to Chancheng district isresponsiblefor one of the upgradeproject, Chanchengdistrictis the first to adopt BT modelfor trafficinfrastructureconstructionprojects.This paperstudiesthe BT project, by two differenttrafficconstructionengineering, BTfinancing content includes not only the charge, but also include land acquisitionrelocationfee, for futuresimilarprojectfinancingwork has certainreferencesignificance.Based on themode of project financing and project construction management mode are introduced andcompared the analysis shows that the BT model is applied to the non-profit infrastructure.Basedon the basicinformationof the project, projectbidding, competitivenegotiationandother financingprocessanalysis, and analysisof risk of financingof local governmentfoundin a higher degree of credit under the premise, in the absence of fixed asset mortgageconditions, with land acquisitiondemolitionprojectusingBT modein financingis feasible;at the same time, the risk of BT project includes tender, financing, construction,repurchase, and legalrisks, theserisksto earlyin the project, especiallyin the BT projectbiddingprocessof settingconditions, selecthigh-qualityinvestmentconstruction.This paper also puts forwardthe policyand practiceto still need to perfectcontent, suchas BT mode and BT mode of relevantlaws and regulationsof tax system; and points out theexistingshortcomings, such as the articlemainlyexpoundsthe positionsin the government,to the BTinvestmentconstructionrisk, profit, withoutdetailedanalysis.
