Abstract/Summary:
In Saudi Arabia, financing of large-scale investment projects such as power generation, water desalination, transportation etc has been predominantly undertaken by the Government. But owing to the huge demand for developing new infrastructure including power, water, roads, airports, ports etc as well as rehabilitating the existing infrastructure, private sector participation in the development and operation of infrastructure is now seen as a common and accepted concept. It is estimated that around US {dollar}250 billion will be needed over the next 2 decades to meet existing demand. This thesis presents BOT (Build Operate Transfer) project delivery method for infrastructure development in Saudi Arabia. This study explores the applicability of BOT delivery method in Saudi Arabia. The content analysis was employed to study the feasibility of BOT in Saudi Arabia. The study looks at issues that have an impact, positive or negative on the adopting of BOT. Moreover the study identifies appropriate types of construction projects and markets, which could be possibly implemented through BOT.; The study shows that there is a great potential for application of BOT in Saudi Arabia. An assessment and evaluation of factors conducted in Saudi Arabia proved positive for application of BOT. The results of this research further indicated that power generation and water desalination appear at present to be leading the push for adopting BOT delivery method. Building sufficient local expertise in contractual aspects of BOT, establishment of independent regulator and tariff reform are prerequisite for success of BOT. Finally the thesis presents a model for effective implementation of BOT projects in Saudi Arabia.
