The Study Of Land Use Planning-Implementation Evaluation Based On Tidal Flats Pilot Policies

There is widespread interest in implementing the indicators of land use planning and evaluating their effectiveness and adaptability, in the context of changing policies and market conditions. However, there are few comprehensive studies on both effectiveness and adaptability of the implementation, due to the complexity of the implementation evaluation and the diversity of the environmental changes. At the same time, most previous studies were on the effects of the planning implementation, while the adaptability index was rarely involved. Based on "the technical guide of general land use planning-implementation evaluation in Zhejiang province (Trial)", this study investigated the evaluation index system of land use planning implementation in the context of policy environment change, and verifies it via the case study in Long wan district.First, this study analyzed the influence of policy environment change on the planning implementation, constructed the index system of implementation evaluation, and selected the planning indices. The planning indices included the structure change and spatial distribution, the extent of economical and intensive use, the benefits of land use, the implementation efficiency and the adaptability of land use, containing39evaluation indices. In addition, the weights of evaluation indexes were determined via the method of Delphi. Second, according to the characteristics, the evaluation index is converted to comparable dimensions using the combination methods of qualitative analysis and quantitative standardization. Third, the implementation evaluation system was established and analyzed. Fourth, based on the tidal flats pilot policies, the implementation of land use planning in Long wan district was evaluated as a case study, via substantial data collection and field investigation. Finally, on the basis of summarizing the research conclusion, the deficiency of planning implementation evaluation system are analyzed and prospected. This study would improve the theoretical foundation of the land use planning implementation evaluation, and provide scientific evidences for the optimization of the land use planning implementation evaluation in Zhejiang Province.
