| With the green development of the economy becoming the main theme of current economic development,various emerging economic formats have sprung up like mushrooms after rain.Big data,as an emerging factor driving economic development,has brought about technological innovation on the one hand,and made significant contributions to resource conservation and environmental protection on the other hand.Under the trend of big data development,the State Council issued a pilot policy for the national level big data comprehensive pilot zone(hereinafter referred to as the big data pilot policy)in 2016,aiming to use the development of big data as an engine to promote high-quality economic development and efficient economic structure transformation,with the aim of taking into account the protection of the ecological environment while economic growth,and promoting green economic development.So,does the implementation of big data pilot policies have the expected promoting effect on the green development of China’s economy? Therefore,this article uses green total factor productivity as an indicator to measure the green economy,aiming to analyze the policy effect through causal inference,analyze the impact of the implementation of big data pilot policies on urban green total factor productivity,and objectively evaluate the policy effect of big data pilot policies on green economy development,And providing policy recommendations for the next step in promoting green economic transformation has positive significance for the development of China’s green economy.After looking back some relevant literatures,this paper studies whether the big data pilot policy can effectively uplift GTFP or not.Firstly,this paper is based on theory to analyze the direct and indirect influence on big data development of GTFP.Secondly,the SBM model combined with GML index are used to calculate GTFP and its decomposition index of 284 cities in China from 2007 to 2020,and analyze a descriptive statistics.Then,the big data pilot policy is taken as a quasi-natural experiment,considering 2016 as the policy time point to analyze the influence of the implementation of this policy on GTFP with the PSM-DID method.Finally,the paper analyzes the urban regional heterogeneity,decomposition index heterogeneity and urban level heterogeneity of green total factor productivity.The result shows that:(1)During the period of sample study,green total factor productivity has an upward trend as a whole,but with a periodic fluctuation characteristic.(2)From results of the decomposition index,before the implementation of the policy,the technical efficiency index occupies the leading position,and after the implementation of the policy,the technical progress index occupies the leading position,which to some extent shows that the big data pilot policy has promoted green technology progress.(3)China’s urban green total factor productivity is improved significantly with the implementation of big data pilot policy,which has passed a series of robustness tests.In addition,population density,human capital level and industrial structure upgrading effect positively on GTFP,while foreign direct investment and government intervention variables effect negatively on it.(4)The big data pilot policy effects significantly promoting on GTFP in eastern and central regions,but not too much on the western;It plays a significant role in promoting technological progress,but not significant enough in technological efficiency;It has a significant promotion on GTFP of first-tier cities,less of new first-tier cities,and inhibitory action of second-tier cities.On this grounds,the corresponding policy recommendations are put forward: coordinate the development of green economy among regions;Deepen the reform of economic structure;Promote the big data pilot policy continuous to uplift the improvement of GTFP. |
