Research On The Rural Elderly Social Security In Earthquake-stricken Area

Social security is a very important part of China's human rights. In our country, phenomenon of population ageing become intensified, various aged-supporting problems are obvious. The elderly, social security problems, especially in the rural, become a very heated topic. H County has experienced the baptism of two strong earthquakes, so what about the implementation of the rural elderly social security?Through social investigation and interview to three villages, the author introduces general situation of H County, analysis the survey data of the rural elderly population, elderly population sex structure, age structure and degree of culture. the author extract the most obvious seven parts from the rural elderly social security right of social insurance, social assistance, social welfare and social excellent fondle right:the new countryside cooperative medical care to the elderly, the new type of rural social endowment insurance to the elderly, the elderly living allowances, the elderly " five guarantees", over 80-year-old aged allowance, day care, special care to the elderly. From two viewpoints of normal and abnormal analysis, the author found that the implementation in three villages of H County about the social security is mixed hope and disappointed. The governments pay more attention to the elderly social security, strengthen the social security, and extend the beneficiaries. The older people generally reflect that life is better. However, for the same social security, the elderly have different views. In view of the elderly themselves and the state person not being aware of their rights, the huge difference between urban and rural areas about social security guarantees as well as the reality of lack of spiritual comfort, some social security is still stay on low level of "survival security ", that is not enough to let the rural elderly in earthquake-stricken area live as a man "with dignity". These phenomena hinder the further development of the rural elderly social security in earthquake-stricken area. Also some problems have become the mysteries:the interruption of low income subsidies in two earthquakes, whether incorporated into relief funding system? How much money was sent to the earthquake area? How much the social support funds in total? Whether there is a surplus of disaster relief fund? If there is, where do the surplus go?We should hold objective view about the advantages and disadvantages, hope and disappointment of the implement of rural elderly social safeguard in the earthquake disaster area. Taking advantage of and summarizing experiences of the current situation, to continue to promote the development of the social security in the elderly, really realize the goal that the elderly will be looked after properly, has a roof to live in, be treated when was sick an d enjoy their elderly life.
