The Research Of Rural Homestead System Reform And Problems Of Dujiangyan City

In2007, Dujiangyan City began to explore the property rights reform of the rural residential land use system and housing system. The earthquake caused certain obstacles the rural property rights system reform, but it also created an opportunity. Dujiangyan City actively explores the reform of Housing Land Use to fully tap the capital potential of homestead that the farmers have on the basis of the property right system reform. But the disaster of the Housing Land Use Reform for a short time in some areas, local populations, policy development, implementation process will inevitably lead to land pricing mechanism is not perfect, policy advocacy is not in place. Therefore, researching on Dujiangyan City homestead reform practice to discuss the problems and policy reform has important theoretical and practical significance for post-disaster reconstruction of rural housing, homestead optimization of resource allocation, urban and rural development.This paper guided by the theory of property rights theory, land market theory, institutional change theory and farmers’ rational hypothesis theory. It analyzes the homestead reform practice of Dujiangyan City on the basis of review the homestead system change, and studies farmers’ satisfaction of Homestead system reform and its problems. The cause of the problems is analyzed, and suggestions are put forward to provide a reference and basis for government policy formulation. The main conclusions of this study are as follows:(1) After the earthquake, Dujiangyan City learn from the achievements of rural property rights system reform and carry out transfer of homestead property rights with the form of homestead mortgage and transfer on the basis of the homestead right’s indeed and certification which both solve the problem of housing construction, the development of rural industries, and promote post-disaster housing and the construction of new rural homestead use system.(2) The satisfaction of farmers in Homestead reform is not very high. The main issues that affecting their satisfaction is the homestead trading platform performance failed to give full play to the compensation of the homestead (circulation) is not reasonable enough price, the farmer’s homestead income the right disposition is missing, life is difficult to protect the reform and the poor quality of cultivated land in the homestead after finishing the rehabilitation. The main reasons for these problems is incomplete property rights in the rural homestead, homestead market mechanism is not perfect, and the corresponding supporting in adequate infrastructure.(3) The homestead system reform should be based on clear homestead property rights of use, income, disposition, mortgage production, establish and improve the rural land market system, and guide the homestead there is the scope of the conditional circulation, gradually open up the flow of various constraints, the full realization of the usufructuary nature of homestead.
