The Study On Sustainable Development Of Liaoning Province Based On The Material Flow Accounting

Since the horn of industrial revolution sounded, science and technology had been developing fast. The rapid economic development needs a lot of resources, which makes human plundered natural resources more and more worse. These years of accumulated has caused profound huge impact on the ecological environment. At the same time, resources and energy shortages has restricted the development of the economy. Therefore, how to make effective use of natural resources and protection of human environment has become a major issue facing the world. In this context, the strategy of sustainable development emerged.This study is based on national material flow accounting methods advocated by Eurostat in2001, after making a series of adjustments of framework system and targets; we constitute a material flow accounting methods on the regional level eventually. The adjusted material flow analysis method is applied to environmental economic system in Liaoning Province in the recent decade. By calculating the material input, material output, material consumption intensity and efficiency of Liaoning Province and using IPAT method which we can make comparative analysis with neighboring province and similar provincial, we analyze the composition and changes in the characteristics of the material flow in the process of rapid development of socio-economic in Liaoning Province, complete an objective assessment of sustainable development of Liaoning Province and provide countermeasures and suggestions for the sustainable development of Liaoning Province. According to the analysis results, Liaoning Province in2001-2010can be drawn:Firstly, in terms of material input, direct material input, total material input, domestic total material requirement, total material requirement and other indicators of Liaoning Province in2001-2010are showing different degrees of an upward trend over time. Domestic total material requirement is very large, which means economic growth and material inputs are inseparable and the actual meaning of decoupling doesn’t appear. The model of economic development in Liaoning Province is still extensive. But domestic total material requirement grows slower than GDP growth rate, indicating that the economy has begun a good momentum.Secondly, domestic processing output of Liaoning Province in2001-2010shows increase tendency in fluctuation. Domestic processing output grows rates of1.3percent average annual, far less than the GDP growth rate, indicating that with economic growth, human pressure on the ecological environment did not increase at the same rate, the development of economic systems sustainability enhanced. Domestic processing output consists largely of garbage. In the past five years, the treatment effect of garbage is significant, but as the population increases every year, garbage is increasingly serious damage to the environment, which should be given adequate attention.Third, export of substances in Liaoning Province is small, but most of them are energy material, which means its hidden flow will remain in the region. This long run is bound to make the resource depletion.Forth, the total water use is tending towards stability, but this is not enough for the lack of water resources of Liaoning Province. Water is the primary limiting factor in achieving sustainable development, so to conserve water, adjust the industrial structure and develop high-tech industry are very important. Industrial wastewater emissions decreased, indicating that regulation of industrial water and wastewater treatment is effective. Sewage emissions increase every year.Fifth, domestic material consumption first increased and then decreased, which is not synchronized with the change in GDP, which means Liaoning Province steadily developed the economic during process of dematerialization. The environmental efficiency of Liaoning Province gradually increased at an average annual growth rate of16.1%, which means environmental pollution is effective in Liaoning Province. Every unit of pollutant value is increasing, the pressure on the environment caused by the economic growth eased.Sixth, through the IPAT method we can analyze domestic processing output. The A-index of the representative of the national welfare grow rates of17%average annual. Changes of the I-index of the representative of domestic processing output and changes of the P-index of the representative of population are similar with1.13%and0.25%respectively. The T-index of the representative of the technical level decline16.08%annual. The results showed that in recent years Liaoning Province technology has improved continuously due to the great importance to scientific and technological development. Therefore, the processing volume of output growth in the region is slowing. However, the volume of DPO is still growing due to the population growth and the continuous improvement of the national welfare.According to the above conclusions, we should actively promote the adjustment of industrial structure,make some changes in the extensive mode of economic growth, use resources reasonable and efficient, save water, promote the recycling of water resources and advocate the concept of sustainable development in economic and social aspects. These initiatives are very important for the circular economy in Liaoning Province.Innovations in this paper:First, in this study the burden of resource and environment caused by hidden flow has been integrated into research areas. Second, we build a material flow analysis model on regional level and propose more complete material flow analysis indicators on regional level. These indicators can reflect the area material flow state comprehensively for the convenience of comparative analysis with the other regions and provide a valuable reference index for regional sustainable development evaluation.
