Since the1990s, under the background of the information technology revolution, international economic globalization and the adjustment of industrial structure, service outsourcing has also rendered the booming trend. It becomes an important part of international trade and plays an increasingly obvious role in the development of the world economy. How to base on the basic national conditions, so as to seize the opportunities and challenges brought by the development of service outsourcing better, it was becoming a concern of governments and scholars hotspots.Since the reform and opening-up, China has a growing influence on the world economy with the growing strength of its own. However, achievements are also accompanied by a variety of issues, especially the world financial crisis in recent years. As a manufacturing powerhouse, China also comes under the very tremendous influence, a series of problems brought by development gradually emerged, such as high energy consumption, high pollution and low added-value and so on. According to McKinsey research, due to the influence of the financial crisis, more and more multinational companies will transfer its non-core business such as background, research and development, analysis gradually, from the European and American to countries in the Asia-pacific region, the Central and East Europe and other regions.Look back "11th five-year plan", China’s service outsourcing got rapid development, start from scratch, industry scale and field expanded gradually. Before2006, only Dalian and a few other regions in China engaged in software development project with Japan. As China put service outsourcing industry on a strategic emerging industry position, and began to implement Thousand-Hundred-Ten Project of Service Outsourcing in2006, cities started to rely on their own advantages to develop service outsourcing, and gradually formed21service outsourcing demonstration cities,84service outsourcing demonstration gardens in the domestic. Because of its own advantages such as high-tech content, low energy consumption, low pollution, and development space, service outsourcing industry became the attention of the state and the government. From the transfer trend of international service outsourcing industry,we can see that,"12th five-year plan" is a critical period for service outsourcing industry to realize rapid development, improve overall strength faster and obtain the international competitive advantages.How to seize the opportunities, make full use of our own advantages, actively and effectively undertake service outsourcing industry, realize from "made in China" to "Chinese service" across, these are problems that China needs to be studied and resolved.According to the background above, this paper uses the service outsourcing as the research center, aimed at making indicative comments for service outsourcing industry upgrading transformation. The full text is divided into six parts. The first part introduces the research background and significance of topic selection of service outsourcing, domestic and international related research and innovation points and shortcomings. The second part elaborates the theoretical basis of service outsourcing and summarizes the concept, characteristics and classification of service outsourcing. The third part introduces development present situation and development trend of the international service outsourcing. The fourth part, first of all, analyses development present situation of the service outsourcing in China, then uses SWOT analysis method, analysis at the strengths, weaknesses, opportunities and threats China faced in the process of accepting international service outsourcing. The fifth part compares China with India on the development status of service outsourcing from five aspects. Based on the preceding analysis and China’s basic national conditions, the last part puts forward relevant strategies and suggestions on service outsourcing industry upgrading transformation, and hopes that China can fully grasp the strategic opportunity, and vigorously develop service outsourcing industry, allowing economic growth, industrial structure been optimized, and the achievement of full employment.
