Energy and related environmental problems have been the focus of attention of the whole world, countries in the world are from their own specific national conditions to solve the problem of energy and environment. Energy efficiency was found to be effective in reducing energy consumption, reducing environmental pollution. Compared with foreign advanced level, China’s energy efficiency level is differ very big. So the energy efficiency problem increasingly referred to our need to face and solve problems. At the same time, the energy security in China is now facing the main problems, which greatly influence the development of our country economy and national security. Energy security is the key of ensuring national production and life need is petroleum, natural gas, to the hope that prices of continuous supply, thus ensuring economic development and people’s living standard not to be affected. So to enhance China’s oil reserve level, reduce foreign dependence and can improve our ability to deal with unexpected problems. From the aspect of broaden sources of income and reduce expenditure, on one hand to strengthen the capability of provide for oneself, namely the new exploration of petroleum production area, improve the efficiency of oil exploration, development of new energy. On the other hand, to improve energy efficiency, reduce energy consumption, change the mode of economic growth, adjusting the industrial structure and so on. As everyone knows, because of historical factors, social factors, natural factors, among the provinces in energy exploitation, energy utilization etc still exist bigger difference. Analysis of energy industry production, management of various provinces and cities, the use efficiency of the existence of the problem, to our country the sources of energy efficiency, energy security is of important significance.This paper uses DEA method with factor restraint on China’s oil industry operation efficiency evaluation, the main idea of the theory is the factor analysis method and DEA method are combined, using factor analysis of simplified, integration of input and output index, extracting common factor common factor, and according to the cumulative variance contribution rate to determine the corresponding weights; and then combined with DEA method, using the weight restriction, reach each save city petroleum natural gas mining industry efficiency evaluation. As can be seen, the method belongs to the objective weighting method, not by man-made subjective effects, no disruption of the DEA method. Not only enriched the objective weighting methods, but also put forward new ideas and methods in the energy extraction efficiency. In the practical sense, this article on China’s inter-provincial petroleum natural gas mining industry evaluates the efficiency, can display the energy extraction efficiency differences between regions, to put forward the corresponding improvement methods and suggestions. At the same time, improve the efficiency of mining industry, can from the source to increase China’s strategic oil reserve, alleviate on certain level the oil pressing problems facing our country, reduce our dependence on imports, is conducive to China’s economic development, social stability and harmony.This paper concludes:(1) our country oil, natural gas exploitation operation efficiency gap between, basically can be divided into four levels, China Petroleum, natural gas exploitation efficiency has a great room, the low efficiency of the provinces, can improve management, learning and development new technology, eliminate obsolete machine, reduce the number of employees, enhance staff skills training method to improve production efficiency.(2) by comparing the weighted before and after the results, found the unweighted model tended to give the first common factor bigger weight, but this is not correct, the results are questionable, through factor analysis approach, given the two common factor reasonable weight restriction, calculation results show that the effective cities become not effective, the efficiency of the changes before and after the value of considerable rank, corresponding changes greatly.(3) as to the methods, found the method of factor analysis is a kind of very good objective weighting method. Using the principal component method for extracting common factor, the index number is less than the original amount, thereby greatly reducing the amount of calculation; in addition the factor analysis method to reconstitute the original data contains information, with less index reflects most of the original information; to solve index correlation problem, after processing the correlation between public factor to a minimum. According to the common factor variance contribution rate to determine the weights, completely without human subjective effects.
