Since the reform and opening up, China’s industrial economy has made remarkable achievements, and the manufacturing as an important part of industry has been rapid development. At the same time, China’s energy resource has been a huge consumption, and also brings a lot of pressure to the environment. So improving energy efficiency in manufacturing is imminent. As the energy of manufacturing industrial utilizing on a large proportion is non-renewable energy. Developing the new energy is limited of technologies and costs. Under the existing conditions, turning the waste into treasure and reducing the waste emission, the manufacturing sector can achieve the aim of improving energy efficiency.First, based on the idea of energy conservation and the theory of total factor energy efficiency assessment, the energy efficiency is redefined as energy saving efficiency and emission reduction efficiency. The energy saving efficiency of the manufacturing industry Refers to utilize solid waste for the production to improve energy efficiency; emission reduction efficiency refers to various industries of manufacturing to reduce undesired output to reflected energy efficiency. Both are indispensable to improve energy efficiency.Secondly, the traditional method of data envelopment analysis is used to evaluate the energy efficiency. In the article, first, comparing the advantages and disadvantages of radial BCC model and non-radial RAM model, obtained that using non-radial RAM model can be more intuitive to calculate the relaxation of input and output variables. Second, the RAM model has some limitations on the scope of application which just could be used in variable returns to scale, and the discrimination of evaluation result is relatively low. Therefore more appropriate method of BAM model is used. The model not only contains the advantages of RAM but also overcomes the short comings of the RAM model at the same time. Third, the outputs are separated into the desired output and undesirable output. Tow new models of BAM which based on the desired output BAM and the non-desired output BAM model are obtained. Finally, The thought of energy saving and emission reduction are applied in the BAM model. Improve the traditional BAM model measure the energy saving efficiency and reduction emission efficiency. This is one of the innovations of this article.Thirdly, the article selects the panel data of manufacturing between 2006 and 2011 to conduct an empirical analysis on manufacturing energy efficiency. First comparative analysis the energy efficiency of BCC model, RAM model and BAM model in manufacturing industry, the deficiency of BCC model and RAM model can be certificated. Second, based on the BAM model, energy saving efficiency is calculated about the desired output and reduction discharge efficiency is calculated on the undesirable output. From the point of energy-saving and emission reduction, the manufacturing industry can be divided into high-energy saving & high-emission manufacturing industry, high-energy saving & low-emission industries, low-energy saving & high-emission industries, low-energy saving &low-emission industries. From the whole society, giving those who have a high-energy saving & high-emission manufacturing industries more policy, technical and financial support under the condition of meeting the existing demand, more economic benefits will be created while less harmful will be to the environment.Finally, the Tobit regression analysis is utilized to analyze the external factors which impact the energy saving efficiency and emission reduction efficiency of manufacturing industries. The system variable and the energy structure variable are significant factors that affect the efficiency of energy conservation; Level of foreign investment has a significant impact on the energy saving efficiency, the impact on the efficiency of emission reduction is not significant; The degree of competition and the effect of scale economy for energy efficiency and emission reduction efficiency are neither significant. Based on all of the above, policy measures are more clearly taken to improve the manufacturing energy efficiency.
