Despite the conservation of energy and material, energy resources that are specific energy carriers (Such as coal, oil and natural gas) are facing the danger of exhaustion, due to the irreversibility of the energy transformation. Concurrently, the process of energy consumption is making the problem of environmental pollution more severe. With the fact that global energy security situation is increasingly tense, China as the world’s largest energy consumer and a major emitter of greenhouse gases, faces layer upon layer of energy security threats. Safeguarding energy security matters to national security and sustainable socioeconomic development of China. As a core element of energy-security, energy efficiency has the effect of "Expanding and saving resources" in the process of developing and utilizing resources, and has even been termed as the fifth major energy resource. This paper uses energy efficiency as an entry point, and analyzes relevant data on China’s energy resources provided by the World Bank and China National Statistics Bureau. It emphasizes examining the current state of Chinese energy efficiency, attempting to excavate the fundamental influencing factors. Finally it summarizes the conceptual, legal, systemic and technological predicaments facing China’s energy security, and puts forth a strategy and implementation path for protecting Chinese energy security based on the core security concept of "Superior Co-Existence"...
