Following the rapid development on the Internet in the previous years, the Internethas been integrated into all aspects of human’s life as an indispensable element. However,Internet itself is also facing significant challenges during its’ continuous evolution anddevelopment process, the lack of the IPv4address has becoming more and more critical;the development on the next generation Internet with the core of IPv6is imminent. TheNational Development and Reform Commission, and the Industry&InformationTechnology Ministry already jointly issued the Guideline on the Development of theNext Generation Internet in the12th-Five-Year Stage, the Internet penetration rateshould reach to more than45%, the end-users of IPv6broadband should be more than25million, the resources sharing on the IPv4and IPv6mainstream services should berealized and the obtain quantity of IPv6address should fully meet users’ needs. However,for such a new concept network of next-generation Internet, there surely are manyunpredictable risks ahead in its implementation due to the factor that there is no readynetworking experience to provide the reference information, the core supportingtechnology oriented to the new network system is not yet reach maturity. Therefore, howto effectively implement the internet of next generation, how to avoid the risk within theimplementation, have become an important issue worthy of study.In this thesis, aimed with the specific object of Wuxi Telecom Next GenerationInternet project, we applied the project risk management theories and methods to theimplementation process of the next generation Internet, with the clue of project life cycle,taking the use of methods like Brain storm, Analytic hierarchy process etc., identifying,analyzing and evaluating the risk factors in the various implementation stages of the nextgeneration Internet project, presented the individual risk management tactics, such as, toselect the dual-stack technology as networking solution for IPv6transition so as for riskavoidance; in order to control the risk of device compatibility, using the risk avoidanceand risk transfer tactics to upgrade equipments and involving suppliers; while in order tocontrol the risk of the business impact from the network transformation, the riskavoidance and risk mitigation tactics have been applied. Through a combination of theoryand practice, the paper provides the reliable approaches on project risk management forWuxi Telecom Next Generation Internet implementation project.
