Research On The Pipe Intelligent Question Of Telecom Operators Under The Restriction Of Network Neutrality Principle

It’s an inevitable choice for telecom operators to adapt to new technologies, new applications inchange from ‘being pipeline’ to build the ‘smart pipe’. For the construction of smart pipe, theattitude of parts are mixed, mainly around the ‘network neutrality’ debate. The principle is to keepthe internet free, open and transmit the data in equal. However, the neutral and open network systemis completely changing the Internet content industry under the background of development ofindustry value chain development pattern, which is from the leading value chain into the pipe that issimplely provided at the end of the value chain, so the telecom operators are facing with the dangerof being marginalized. Then operators put forward pipeline intelligent strategy about it, but if thereis network problems such as discrimination, unfair competition, communication also does not relateto this, from the point of view,it is need to be a systemic research and analysis.In this paper, under the constrains of the principle of network neutrality, it starts to elaborate themeaning and characteristic of the smart pipe from the point of view of the operators. Through theanalysis of the pipe intelligent, network neutrality, mobile internet and the infrastructure, it willshows the inevitability of the operators to building the smart pipe from the theoretical point, thenmake a comparative study of the development status of the domestic and foreign smart pipe infurther, and to analyze the operators’s action of build the smart pipe in use of the industry valuechain and swot.By conducting field investigations and studies, obtaining some valuable datas toin-depth study,demonstrating the significance of the pipe intelligent for telecom operators.Finally,according to the telecom operators long-term development, put forward the valuble,feasibilitycountermeasures and suggesions.
