Recently,restructuring has become the dominate approach of enlarging the enterprise scale and attaining economic benefits.Many practices proved that integration is the critical factor of achieving value,and the integration of human resource is the key step in the process of integration.World coal enterprises achieve scale production and group production by restructuring,while there still exist major issues to be solved in China’s coal industry,low concentration and disorderly competition,for example.Therefore, China’s coal industry should follow the international trend to speed up the restructuring of coal enterprises.Since2008,Shanxi province has made the strategic decision to promote the restructuring and integration of the Shanxi coal enterprises,which will focus on integration and orderly development,and the implementation of small coal mines’ integration.Shanxi’s coal industry is in the rapid development of enterprise reorganization currently,and the formation of "multi, small, scattered,chaotic" has been changed to a certain degree.However, the enterprises will be faced with many management challenges,especially the integration of the human resource. Meanwhile,through many analyses we find that one of the main reasons the Shanxi coal enterprises restructuring performance is not optimistic is that enterprise didn’t carry on effective human resource integration in the restructuring. Therefore it is outstanding to study human resource integration in the restructuring of the Shanxi coal enterprises.Firstly,the paper has defined the restructuring of enterprises and human resource integration,and detailedly expounded the Shanxi coal enterprises’ characteristics.Secondly the article analyzes the human resource integration issues induced by the restructuring of Shanxi coal enterprises and the four problems by merger,such as employees conflicts,corporate culture conflicts,key human resource system conflicts,organizational structure conflicts and their corresponding reasons,then setting up an evaluation system of human resource integration in the reorganization of Shanxi’s coal enterprises,considering the problems of complex correlation in integration factors,little quantitive analysis,insufficient information,combining with the gray characteristic in the process of evaluation,this thesis provides the G-ANP method on the Analysis Network process and gray system theory,and gives the evaluation model of human resource integration in the reorganization of Shanxi’s coal enterprises and evaluated the XZ coal enterprise’s human resource integration effects in the restructuring.Finally the paper proposed the human resource strategy from four aspects for the restructuring of coal enterprises,such as paying attention to human resource allocation,restructuring human resource key system,improving the corporate culture,and adjusting organizational structure.Finally, this thesis hopes to provide an systematic human resource integration operation model in the restructuring of Shanxi coal enterprises for reference,and offers the experience that can be used for reference to coal enterprises in Shanxi and other provinces.
